In the lower house of parliament, the regulatory and legal acts that have been waiting for their turn since 1994 have been completed. As the first deputy chairman of the State Duma Ivan Melnikov said, out of 2020 bills deputies of the VII convocation have studied already 1,700, of which about 240 have been taken. It is clear that many of the proposals put forward many years ago are outdated, lost their relevance. But in accordance with the Constitution of the Russian Federation, every registered document of the State Duma is obliged to consider. Therefore, Speaker Vyacheslav Volodin set the task: to deal with the "legacy" and in the future not to allow blockages. For this, the rules were established: first, each parliamentary initiative should be discussed within the faction, "so that the faction checks the idea for compliance with its program and objectives," explained Melnikov. In addition, before the draft law is submitted to the State Duma, the authors must submit it to the Council of Legislators, which includes representatives of legislative assemblies of all constituent entities of the Federation and parliamentarians of the upper and lower chambers. "This immediately improved the quality of the draft laws," Melnikov said.. In addition, at the initiative of the speaker, another important decision was made: the introduction of the concept of a "priority bill", which is mandatory considered by the Chamber. Each faction can nominate four such bills for the session. This enables them to determine what initiatives are more important for them at a specific moment. "This is a very positive step towards the factions, towards their legislative initiatives," stressed the deputy chairman of the State Duma. Summing up, he said that about three hundred legal acts are currently awaiting consideration. "I think that by the end of the spring session, out of 300 bills may remain less than 100, with which it will be possible to work point-by-point," Melnikov said..
