The Parliamentary Assembly (PA) and the OSCE ODIHR refused to interfere in any way with the non-admission of Russians to voting in Ukraine. The European parliamentarians only expressed concern, and even appealed to the Ukrainian ambassador to the OSCE, Igor Prokopchuk, with an appeal to ensure the voting of Russians and avoid provocations.
The letter was sent the day before and, as can be seen from today's events, no result had any effect.
"Our mandate is to observe in the country where elections are held, in this case in the Russian Federation. Promoting voting outside the country is a bilateral issue that must be determined by the participating countries. I do not know of any international standards or obligations to facilitate voting for foreign citizens, "explained the communications director of the OSCE PA, Nat Perry.
