The State Duma discussed the transition to a digital economy

Russia will reach the level of developed countries in terms of the share of the digital economy in GDP in six to seven years. This was stated by the head of the Duma committee on the financial market Anatoly Aksakov. Naturally, this will happen provided that the country will purposefully and at all levels deal with the development of the digital economy. Deputies, for their part, are ready to solve the problem. In particular, in the near future the lower house of parliament will consider about 50 bills and amendments to laws that will allow the government, specialized agencies and private organizations to build the country's digital economy.

In general, the issues of legislative support for the construction of the framework of the digital economy will be the priority of the current spring session of the State Duma. This was announced by the Speaker Vyacheslav Volodin. In his opinion, modern technologies will allow the state to save significant resources, and citizens will make life much easier. This can already be felt, for example, through the reduction of paperwork and the development of interdepartmental data exchange.

Guided by these views, the speaker initiated large parliamentary hearings in the Duma on the topic: "Formation of legal conditions for financing and development of the digital economy". The discussion that took place on Tuesday, February 20, turned out to be very lively. It was attended not only by deputies, but also by the leaders of relevant ministries, as well as by leading experts in the field of digital technologies.

Deputy Prime Minister Igor Shuvalov bluntly stated that it is impossible to achieve a new quality of life without the widespread introduction of digital tools. But work in this direction is going on. The state program "Digital Economy" has already been adopted. Personnel for its implementation in the country are available, yes such that for them are fighting advanced foreign powers. Deputies will now provide the legislative part of the issue. The matter will remain with the implementation.

However, pilot projects are already successfully passing. Example - marking with electronic chips of fur products. The next step in this direction is the connection of chips to the GLONASS system, which will allow us to observe the physical movement of the tagged goods.

It is clear that not all people agree with such "shadowing". Therefore, the digitalization of the private life of citizens must be purely voluntary. And where there is no way to avoid personal data in electronic databases, the state must ensure complete security. This was paid special attention to the first deputy head of the Government of the Russian Federation Maxim Akimov. He stressed that the state's task is to create conditions for the absolute digital equality of Russians, and there it is everyone's business how to dispose of the opening opportunities.

However, most citizens of our country have already appreciated the convenience of digital technologies. As the head of the Ministry of Communications and Mass Communications Nikolai Nikiforov said, 65 million Russians took advantage of the electronic identification system. And now, for example, the proposal to choose a convenient site for voting in the presidential elections is in high demand. In the near future, the minister expects to introduce in Russia a system of electronic passports - some universal keys through which their owner can easily perform a lot of important online transactions.

Another trend of the time to be "digested" the Russian economy is the crypto currency. Its appearance, as the chairman of the Committee on Economic Policy, Industry, Innovative Development and Entrepreneurship Sergey Zhigarev noted, can not be denied. States have lost monopoly on the issue of money. Now the world is flooded with electronic means of calculation.

Some of them, for example, bitcoin - purely speculative history. But some corporations are issuing their own currencies, which are backed by real assets. Russia can follow their example. It is very beneficial for her, because with the help of virtual money it is possible to solve a number of problems related to Western sanctions, the deputy. But of course, all aspects of the circulation of such financial instruments should be prescribed by law.

This task also falls on the shoulders of parliamentarians.
