By itself, getting on the list does not mean that sanctions will be imposed against its defendants, but potentially such a danger is. According to observers, the publication of the report just before the start of the active phase of the presidential campaign in Russia should be regarded as an attempt to influence the internal political processes. It's not about changing the political regime, but about a potential attempt to adjust the course of the Kremlin, which Washington does not like.
