Such conclusions were reached by experts from the Institute for Socio-Economic and Political Studies (ISEPI). In their report on the analysis of the activities of the Duma, they noted that in the autumn session the number of bills introduced was reduced by a quarter compared to the same period in 2016. , and the quality of initiatives has significantly increased. At the same time, more than 60% of the bills considered by the lower chamber came from the government, writes Kommersant, who got acquainted with the IISEI report. Deputies also listened to the demand of the Speaker Vyacheslav Volodin and began at first to "run through" proposals within factions and coordinating councils. As a result, documents of a high degree of readiness are submitted to the parliamentarians and fully comply with the regulations. As a result, the share of deputy bills returned due to shortcomings fell by three to four times, and the share of effective bills, that is, adopted at least in the first reading, reached 24.6%. The most active lawmakers in the fall were Pavel Krasheninnikov - he as head of the Duma's committee on legislation and state-building had to put forward many initiatives. In second place, the head of the budget committee Andrei Makarov - his activity is explained by the fact that in the autumn the Duma worked on the state budget. In the top five, two more United Russia - Pavel Kachkaev, Alexander Sidyakin, as well as the leader of the "Fair Russia" Sergei Mironov. The latter introduced 26 bills during the autumn session, 14 of which in ISEPI noted how effective. By the way, the deputies of "Fair Russia" more often than others participated in the joint development of laws with United Russia and least supported government initiatives. The fewest proposals in the fall came from the Communist Party. Experts attribute this to the fact that the Communist Party had less use to use the rostrum of the State Duma as a mouthpiece for its populist ideas that a priori had no prospects for implementation. As a result, the Communists focused on ideas that are really considered important and programmatic for their party.
In general, Volodin managed to achieve his goal and razgristi "legislative obstructions". The number of bills left over from the Sixth convocation of the State Duma has been reduced by 75%.
