The Western version of the resolution on the deployment of UN peacekeepers in the Donbass region is aimed at the forceful return of the region to Kiev control. This was stated by Deputy Foreign Minister Grigory Karasin. He reminded that Russia suggests sending the UN contingent to Donbas for the sole purpose - to ensure the safety of the observers of the OSCE Special Monitoring Mission (CMM). Moreover, the deployment of international forces must be coordinated with all parties to the conflict, that is, with Kiev, Donetsk and Lugansk. "This initiative is 100% consistent with the spirit and letter of the Minsk agreements, which remain the basis of intra-Ukrainian settlement," Karasin said in an interview with RIA Novosti.. In other words, according to Moscow, UN peacekeepers will carry auxiliary functions, and the peace process must be firmly supported by the agreements reached earlier, while preserving the mandate of the OSCE CMM, the Minsk Contact Group and the "Norman format". Meanwhile, this version of the resolution does not give a move in the UN. "Instead, he proposes an unproductive scheme for a" peacekeeping "operation, in fact aimed at forcibly returning the region to Ukraine's control by using an international contingent," Karasin said.. According to him, a number of members of the UN Security Council insist that in the Donbass, it is necessary to introduce "a UN military civil administration that will manage everything that happens in the region". Say, do not wait for a decision on the special status of the region, amnesty, opening a direct dialogue between Kiev and Donetsk and Lugansk.

But without this, the implementation of Minsk agreements is simply impossible, since everything is based on direct negotiations. "There is an attempt not only to turn everything upside down, but also to bury the Minsk agreements," Karasin stressed..

Earlier, Ukrainian Foreign Minister Pavel Klimkin said that Kiev, Washington, Berlin and Paris are working on a joint version of the resolution on the deployment of the UN contingent in the Donbass. The plan implies the deployment of 20,000 "blue helmets" throughout the region, including the Russian-Ukrainian border.
