The quality of legislative acts will be much higher if the federal center and the regions will approach with equal responsibility to it, said the chairman of the lower house of the Russian parliament, Vyacheslav Volodin, speaking at the Council of Legislators. According to him, on the ground often do not pay due attention to the work with the distributed bills. "Sometimes they sign deputies, sometimes they do not react at all," complained the speaker of the State Duma. - If we take the legislative process as the responsibility of both the regions and the federal center, and together we will participate in it, then we will have a different quality of laws ". The seventh convocation of the lower house of parliament deliberately refused to consider draft laws simultaneously in the second and third reading in order to be able to work through them more carefully. The exception was made only once - at the very beginning of the work of the deputies of the current convocation. Even if the draft law does not raise any doubts, the deputies do not have any disagreement over it, then in this case the voting should be carried out in time, at least for the morning and evening meeting of one day, Volodin insists. With no less carefulness, amendments to the amendments to the draft laws should also be worked out, "the speaker of the Duma believes, this will avoid the situation when the proposed changes contradict the original concept of the document, reducing its quality. "There are situations when there are topics on which consensus exists, this is one conversation. But when this consensus is not there, and moreover, when these trailers are screwed artificially, of course, we can not go on this path, "- says Vyacheslav Volodin. "We must do everything to ensure that the concept was discussed, so that if necessary, we assess the regulatory impact," - demanded the speaker of the lower house of parliament. He also noted that it is extremely important to involve the citizens of the country in discussing draft laws, especially on resonant issues such as renovation in Moscow or a resort fee for the territories, at the expense of which they can not only replenish local budgets, but also modernize the infrastructure of the regions. For all the most acute problems, it is necessary to hold parliamentary hearings, round tables, thematic meetings. One of the erroneous decisions that were adopted by the lower house of parliament, its speaker, is the introduction to the Tax Code of the rules on the consolidated group of taxpayers (KGN). Chairman of the State Duma proposed to revise the law by 2019. Volodin admitted that an inadequate assessment of the consequences of applying this legislative norm led to the fact that the regions received "continuous seizures" because of REAG, and now "a huge number of regions are turning to somehow balance budgets, that they do not have a clear predictability ".

The Duma Speaker suggested setting up a working group on the basis of the Duma Committee on Taxes, to carefully study this issue again and adjust the legislation in 2018 to change the taxation rule by 2019.

Volodin urged his fellow lawmakers to improve their effectiveness in meeting the tasks set by the president, the fulfillment of his instructions, and to do everything to ensure that this was done effectively.
