In mid-November, the US special envoy met with presidential aide Vladislav Surkov, showed 29 proposals that the White House prepared for the UN Security Council for Ukraine. Russia found only three. Volcker indignantly stated that Moscow had "rolled back", in particular, again insisting that UN peacekeepers should not stand on the Russian-Ukrainian border, but on the line of delineation between the Ukrainian army and uncontrolled territories in Kiev. "Moscow makes it difficult for us to establish a situation in Ukraine," said Volkner.
