In the document, the issue of Russian membership is not directly mentioned, but there is the item "Protection of the normative base of the Council of Europe, the role of PACE - in continuation of resolution 2186 (2017)". The PACE adopted resolution 2186 is devoted specifically to the issue of restoring the membership of the Russian delegation. In addition, the norms of this document may lead to the removal of all political sanctions against Russia. According to the "European Truth", this item was brought to the agenda by Italian MP Michele Nicolleti and his Dutch counterpart Tini Cox. Also in this paragraph an alternative question for discussion is proposed, which sounds like "Democracy is broken. How to answer? ". It should be noted that the participants in the discussions will not take any decisions on the proposed issues. The debate is more likely to show whether the assembly can lift sanctions from Russia at the next session in January. Earlier in June of this year, Moscow blocked the transfer of a third of the contribution to the Council of Europe in the amount of about 11 million euros. In October, the head of the organization Stella Kyriakides sent a letter to the speakers of both chambers of the Russian parliament with a proposal to meet and discuss relations.

In April 2014, the PACE deprived the Russian delegation of its main powers due to the inclusion of the Crimea in Russia. Delegates from the Russian Federation were deprived of the right to vote and removed from participation in the work of the governing bodies of the Parliamentary Assembly and its election observation missions in the CE space.

In response, Moscow suspended participation in the PACE, and then announced the termination of payment of its contribution to the Council of Europe.
