The system is in stagnation and needs urgent changes. In leadership positions for years, the same people are sitting, and those who are no longer taken anywhere. The President is offered several options for reforming the bureaucracy. The first concept was presented by the Russian Academy of Sciences, and now it is discussed in the government. The Academy proposes to leave only state officials at the level of civil servants, mainly those who make key decisions. They will be provided with additional benefits and guarantees, but on the other hand, they will have a high responsibility and serious limitations. Large salaries of elected officials are proposed to be financed by the provision of providing functions for outsourcing. Other civil servants will work in conditions "close to business". The salaries they have will most closely match the market.

Remuneration will get rid of the opacity in the form of premiums and bonuses - the main part of the earnings will be the salary. Select the employees of the lower level will be both managers and special personnel services, the "Vedomosti".

This is already partially in the state administration, when a particular project attracts high-class professionals from the business world. Something similar proposed in 2013. Ministry of Finance with the submission of the Higher School of Economics. But then they decided that the civil service is a special sphere, there must be apparatchiks who understand the system. In addition, the project management was not developed, and now the government's work has. A similar system operates in Germany, where civil servants work in the bureaucratic apparatus, which take the oath, and project managers. The only difference is that managers occupy top positions, and with them remain old-timers who ensure the continuity of the strategy. The project RANHiGS is not such, for which it has already been criticized. In addition, much remains unclear with the responsibility of officials, experts say.. For example, should temporary officials file income declarations, will they have to get rid of all assets and accounts for temporary work. The second concept was prepared by the Ministry of Economic Development. The project has already been sent to the president, the head of state put a resolution on it "agree".

In ministries it is proposed to create flat organizational structures. Almost like an ordinary department, but without a hierarchy - there are no levels of posts (only the director of the department will leave). Instead, a team of equal employees who works on a project. Each of them is assessed on the contribution to the project, and each, even a small specialist, will have the opportunity to excel, become a star, offer their projects and occupy a high position. The reform will not require additional financing, simply the payroll will be distributed differently.

Outside experts say that this will attract people to the civil service from the business, offering them as an alternative to high wages the opportunity for rapid career growth. In addition, such a system promotes talented people, not the bosses' favorites. However, in order to avoid personal biases, the selection of personnel in the project should be handled by the external personnel service, and not by the ministry itself. Such a draft MED is not provided for. Another disadvantage of this approach is that in the absence of a hierarchy,.
