The governors got in line for the flight

Following the retired heads of Russian regions in the foreseeable future, another 61 governors may lose their posts. Ten of them are in the high-risk zone. This is stated in the September rating of sustainability of regional leaders, prepared by experts of the company "Minchenko consulting". According to experts, the threat of dismissal looms over the heads of Vladimir, Ivanovo, Omsk, Novosibirsk and Murmansk regions, Kalmykia, North Ossetia, Altai, Altai and Primorye. Political scientists also predicted the resignation of the leaders of the Samara and Nizhny Novgorod regions, the Nenets Autonomous District, the Krasnoyarsk Territory and Dagestan. Heads of these regions have already been dismissed.

The resignation risk is the heads of another 51 regions. Among the possible candidates for dismissal was Governor of St. Petersburg Georgy Poltavchenko. Some experts say that the issue of its political future has already been resolved, but resignation can happen not now, but within the next year and a half, the channel "Rain".

First, Poltavchenko has personal contact with the president, which makes it difficult to forecast. Secondly, it is unclear who can become a successor. One of the probable candidates, Transport Minister Maxim Sokolov, the head of state recently criticized and announced incomplete service compliance. Another challenger, Deputy Minister of Industry and Trade Gleb Nikitin, was appointed head of the Nizhny Novgorod region.

The report "Minchenko Consulting" says that when compiling the stability rating of governors, the dominant factor was the support of the heads of regions by the most influential people from the president's entourage. Further, in order to reduce the importance, there are factors such as the presence of the governor under the management of a large project, economic attractiveness, the term of office, the presence of unique positioning, the quality of political management, conflicts at the federal and regional levels, as well as interference by law enforcement agencies.

Experts analyzed the activities of the heads of regions from January to August 2017. They were credited with "bonuses" and wrote off "fines". As a result, three groups of risk were formed inside the governor's corps: "resignation is unlikely," "there is a risk of resignation," "high probability of resignation".

Among the officials who can be relatively calm for their posts are the leaders of Moscow, the Tula region and the Yamalo-Nenets Autonomous District.

Previously, the media reported that the Kremlin is discussing the resignation of 12 governors: eight of them will definitely lose their posts (five have already lost), the rest are in doubt. The continuation of the string of layoffs was announced by Deputy Prime Minister Dmitry Kozak. In the Kremlin, a series of resignations were explained by the need to rotate the bureaucratic corps.
