The head of the Sverdlovsk region Evgeny Kuyvashev instructed to work out the issue of redistribution of certain powers for the effective implementation of programs for the resettlement of dilapidated and dilapidated housing, the Governor's Information Policy Department.
As part of the implementation of the decree of the President of Russia on the resettlement of emergency housing, recognized as such before January 1, 2012, this year in the Middle Urals it is necessary to resettle 92 thousand square meters of emergency areas. It is planned that 70 thousand square meters will be built, another 22.5 thousand square meters will be acquired in the secondary market. To date, 20 thousand square meters have been resettled, 20 thousand have been put into operation and distributed among new settlers, 12 thousand square meters are ready for final acceptance and 25 thousand meters are under construction.
At the same time, monitoring the progress in the construction of houses, their registration and registration of contracts with citizens, which is carried out by the regional authorities, revealed isolated cases of a backlog in the pace of construction and installation works. The greatest concern is Pervouralsk, where, due to the need for additional technical inspection, the construction of the house along Kirov Street was suspended, and two apartment buildings along Olimpiyskaya Street in Kamyshlov.
"The practice of implementing programs for the construction of kindergartens and homes for various preferential categories shows that not all municipal administrations have enough qualifications, personnel resources and competencies in the field of preparation for construction, monitoring the fulfillment by contractors of the obligations to effectively implement plans. We will continue to work to ensure that the inhabitants of the region can improve their living conditions. For this work to be carried out vigorously and on time, we should reconsider some approaches to implementing such programs. In particular, I consider it necessary to work out the issue of transferring the functions of the customer for the design and construction of houses for settlers from municipalities to the regional level, "said Evgeny Kuyvashev.
According to the Minister of Construction and Infrastructure Development of the Sverdlovsk Region Mikhail Volkov, the options for solving problems on the sites where the time lag is fixed is found. In the near future, meetings with residents will be held, in which Sverdlov residents will be explained the reasons for delays in the delivery of houses, mechanisms and deadlines for their resolution.
