The House of Representatives of the US Congress presented a new version of the bill, which provides for the strengthening of unilateral sanctions against Russia. The document was made by high-ranking representatives of the Party of Democrats on Wednesday, July 12. From the previous version, it practically does not differ.

Not at the door, but at the window - the Democrats were determined to impose anti-Russian sanctions and simultaneously to deprive President Trump of the powers. From the first attempt, it was not possible to do so, but Hillary Clinton Party representatives do not hold stubbornness.

The bill, which reduces the maximum period for market financing of banks under sanctions, to 14 days, and oil and gas companies - up to 30 days, was approved by the Senate of Congress on June 15. Simultaneously, the document provided for sanctions measures against companies of any jurisdiction that decided to invest in the construction of Russian export pipelines more than $ 5 million per year or 1 million at a time. The need to resist the Nord Stream-2 gas pipeline was also spoken in plain text.

However, the bill was blocked by Republicans in the House of Representatives. The formal reason is a violation of the procedure, since documents affecting US public revenues must first be considered by the House of Representatives, not by the Senate.

But at the very least the problem is deeper. In their bill, the Democrats wrote a paragraph whereby President Donald Trump is deprived of the opportunity to overrule any provisions of the document. Thus, the senators once again stressed their confidence in Trump's secret links with the Kremlin: if they give the president the will, then immediately cancel the anti-Russian sanctions.

In the White House, naturally, such a reservation caused outrage. But the Democrats allowed themselves a hint not to understand. The new version of the bill, which in fact is no different from the former, its authors - the leader of the Democratic faction of the lower house of Congress Nancy Pelosi, her deputy Steni Hoyer, as well as the deputy chairman of the foreign affairs committee Eliot Engel - insist on limiting Trump's powers.

The Presidential Administration has already assessed the democrats' behavior: "In the current form, the draft law presents certain risks for the government's implementation of foreign policy," RIA Novosti quoted Sara Sanders, Deputy Press Secretary of the White House. Accordingly, the republican majority will again be able to block the bill.

At the same time, the White House does not hide that the stumbling block is not the anti-Russian measures, but exclusively the question of the redistribution of power that the democrats started. As the director of legislative affairs under the US administration, Mark Short, "an unusual precedent for the delegation of foreign policy issues to 535 members of Congress" is a "diplomatic challenge" for the White House. At the same time he stressed that the measures against Moscow in the administration are approved and considered necessary.
