The US Department of State has prepared a plan for building constructive relations with Russia. As a result of its implementation, the two countries will not become bosom friends, but they will be able to solve painlessly all the working issues. Moscow, meanwhile, is extremely skeptical about such a plan and does not believe that it will be implemented in the near future.
About preparation of the plan under the personal guidance of the US Secretary of State Rex Tillerson was informed by the American edition of BuzzFeed referring to the secret document of the State Department. According to a high-ranking anonymous source in the agency, the plan is devoid of broad ambitions, but it is aimed at building "constructive working relations" with Moscow. "Now the relationship between the US and Russia literally lying in the gutter. We want to ensure that they are not sent to the sewers, "- added the official.
The "Tillerson Plan" consists of three items. First, the head of the State Department intends to persuade the Russian leadership to refrain from "aggressive actions against the US," despite the fact that Moscow hardly has such desires. In particular, it is a question of the alleged sale of weapons to the Taliban in Afghanistan and incidents involving American diplomats in Moscow. Russia is going to persuade the Americans with threats: Washington will make it clear that it will respond to any actions of our country that will be directed against American interests.
Secondly, Washington wants to establish contacts with Moscow on key international issues. These are, in the main, such problem areas as Syria, the DPRK, cybercrime, terrorism and other. In particular, Tillerson wants to coordinate more closely with Russia in the fight against the banned group "Islamic State". Here the State Department also chose not the most successful methods: for example, the State Department intends to cooperate with Moscow on the North Korean problem by cutting off trade between the Russian Federation and the DPRK. Thus, Washington is going to completely isolate Pyongyang from the outside world.
Thirdly, the State Department is going to make efforts to maintain "strategic stability" in relations with the Russian Federation. This term is usually understood as arms control, primarily over nuclear weapons.
An important distinction of the current plan from previous programs is Washington's refusal to protect neighboring countries from the "hostile influence" of Moscow. In previous years, with "Russian aggression" fought through the expansion of NATO, various programs to support democracy and color revolutions. Now the document does not have this. At the same time, the Americans are not going to completely stop supporting Eastern Europe. Just this issue will not be included in the plan of relations with Russia.
Another innovation was that the construction of the Russian vector was taken up by the State Department, and not by the National Security Council of the White House, as it was in the days of Barack Obama. According to sources BuzzFeed, when drawing up the plan opinion of the director of the White House in Europe and Russia, Fiona Hill did not even ask. However, in the presidential administration, such rumors deny.
American observers say the strategy proposed by Tillerson is hostile to Russia, despite the fact that, according to the plan, it is aimed at constructing a constructive dialogue. The plan recalls the documents of the sample 2015. , When the place of "reset" came a sharp cooling of relations between the two countries.
In Russia, they do not believe that the leadership of the United States can offer our country an action plan that will build a working relationship.
Director of the Institute for Political Studies Sergei Markov believes that a "big deal" between the countries is now impossible, since Donald Trump can not pursue an independent policy towards Moscow, and the political establishment of the United States does not have a consolidated position on Russia, writes "Free Press".
This uncertainty interferes with the interaction of the two countries on issues of prime importance, such as the fight against terrorism. Washington does not make any progress towards a productive dialogue. In this situation, any paper plans for building relationships will remain just an empty sound.
