The bill on "Features of state policy for the restoration of state sovereignty in the Donbass", which provides for a change in the format of the antiterrorist operation, has five innovations regarding the settlement of the military conflict in eastern Ukraine.

Also, according to the bill, it is planned to create a single Headquarters, which will be subordinate to the president and which will include the Security Service, the Supreme Armed Forces, the National Police, the National Guard, the State Emergency Service and other agencies. The president will be given the right to impose an emergency or martial law in certain areas of the Donetsk and Lugansk regions.

In turn, residents of temporarily occupied territories will simplify the clearance of documents, permits and certificates, benefits and pensions.

MP from the BCP, member of the working group Vladimir Ariev explained that the adoption of the bill will consolidate the transition to the format of a full-scale martial law, since the regime for conducting ATO has become obsolete. Perhaps, he said, it will be a question of the format of introducing a local war with the possibility for the president to have the subordination of all power structures on the territory of the Donetsk and Lugansk regions (into a single Headquarters, the creation of which is envisaged by the draft law. - Red. ) To prevent the frozen state of the conflict.

In turn, the representative of the president in the parliament, Irina Lutsenko, said that the bill would give the president the right to impose an emergency or martial law regime in the occupied territory.
