In the event of a final adoption by the Parliament of medical reform in its current form, the number of state institutions for medical care will significantly decrease. This was stated by the co-chairman of "Our Territory" Alexander Mazurchak.
According to him, the state should first invest in modernizing the existing network of medical facilities that are in its ownership, and only after that - change the terms of financing.
"Officials call the main" achievement "of the medreform formula" money follow the patient ". That is, the state plans to finance private medical facilities, neglecting the renovation of obsolete equipment in public health facilities and increasing salaries for doctors. Conditions are created for the gradual destruction of the network of state and municipal medical institutions. The final adoption of medical reform is possible only after the finalization and removal from it of provisions that destroy the state system of medical care, "- said Alexander Mazurchak.
He stressed that the medreform, adopted in the first reading, was "raw" and needed further work.
"The government still does not have final budget calculations for tariffs and budget expenditures under the new conditions. The Ministry of Health frankly admitted that it is now recounting the tariffs for primary health care. For today it was 200 UAH. Per person, what amount will be after recalculation for 2018 - unknown. Moreover, officials only plan to calculate tariffs for the secondary and tertiary level of state aid, that is - there are no calculations, "said Alexander Mazurchak.
The co-chairman of the Nash Kray party noted that it is impossible to adopt a reform unless all the indicators of budget expenditures at all levels of medical care have been calculated.
"We all want to have high-quality medicine in Ukraine. That is why, in the current form, it is impossible to take medreform, "- concluded Alexander Mazurchak.
As is known, on June 8 the Verkhovna Rada Verkhovna Rada of Ukraine adopted as a basis the bill No.
6327 on state financial guarantees for the provision of medical services and medicines that are part of the medical reform. According to the bill, citizens are provided with a guaranteed package and medicines at the expense of the state budget.
The project also establishes a direct duty of patients to pay for medical services at their own expense or to provide payment from voluntary medical insurance and other sources, which is a direct violation of Article 49 of the Constitution of Ukraine.
