The Sverdlovsk region can compete for federal grants for the subjects of the Russian Federation and increase the revenues of the regional budget. The Government of the Russian Federation creates incentives for regional authorities to increase economic potential.
"This year we plan to increase from 5 to 20 billion rubles grants for regions that have achieved the highest growth rates of economic potential. And starting from 2018, the increase in the profit tax in the part that is subject to enrollment in the federal budget will remain at the disposal of the region that provided this financial result, "Prime Minister Dmitry Medvedev said at a meeting on intergovernmental fiscal relations.
The meeting also discussed issues of reducing the state debt of the subjects of the Federation. According to the government, last year regional budgets were executed with a minimum deficit for 10 years.
"This is an important result for us. The deficit decreased several times from 171.5 to 12.5 billion rubles. This is a good achievement, although in absolute terms the volume of public debt still continues to grow. And for a number of subjects, the debt burden remains comparable with the volume of revenues of regional budgets, and in some regions it exceeded budget revenues, "said Dmitry Medvedev.
As of June 1 this year, a serious increase in public debt was recorded in Mari El and Pskov region.
In Kostroma Oblast and the Republic of Khakassia, the public debt exceeds the amount of tax and non-tax revenues by almost one and a half times.
"Our task is to develop the territories evenly, so that the concrete results of working with the regions people would feel in their lives. At the same time, the territorial policy of the state can not simply be an "equalization". Each region is unique due to its geographical position, natural resources, features of scientific, technical development, history, culture, "added Medvedev.
