At the parliamentary hearings on the bill on renovation, which sparked a heated discussion in the society and on June 9 will be considered in the lower house of parliament in the second reading, will give an opportunity to speak to the most active representatives of the residents of the demolished houses, promised State Duma Speaker Vyacheslav Volodin.
In the hall of plenary sessions of the Duma on June 6, when the hearings are held, they will take the lion's share of seats - 300 out of 450. And the deputies will "tell the residents their fears, their requests" - quotes the chairman of the lower chamber of the parliament, "Kommersant".
As Rossiyskaya Gazeta writes, MPs and the government have already made amendments to the document. And as stressed by Vyacheslav Volodin, in this case, none of the branches of power pulls the blanket on themselves - the main thing is to find a verified effective solution. Moreover, as the speaker of the lower chamber of the parliament noted, some issues were better worked out by his colleagues, some in the cabinet of ministers.
In particular, government officials were able to give a clearer definition of the categories of houses falling under the program, to develop a clear order for the resettlement of mortgage apartments, to resolve housing exchange issues, to assess the equivalence of apartments and to prepare town planning documentation in accordance with the requirements of sanitary and building codes and norms (SanPiN and SNiP ). The Cabinet of Ministers more clearly prescribed the mechanism for the creation and functioning of the renovation fund.
The deputy amendments better take into account the interests of owners of non-residential premises and waiting lists. The latter will be able to solve their housing problems immediately, having received square meters according to the standard. Substituting non-residential premises of the Duma members are offered to provide within the boundaries of the district, the government sees the possibility of resolving the issue by way of market compensation for its value. First of all, long before the deadline for submission of amendments - it expires on June 3, parliamentarians submitted proposals that bring legislative innovation in line with the Constitution, told the Kommersant head of the Housing Committee Galina Khovanskaya The profile committee before the second reading forms a table of amendments to the adoption of the bill in the second Reading, but Vyacheslav Volodin admits the possibility that a combined version of the amendments will be submitted for consideration, including proposals from both branches of government. If still more serious revision of the document is required, the Duma will have enough time before the parliamentary holidays.
The law on the grandiose demolition program of the Khrushchev in the Russian capital was submitted to the Duma in March 2017 on the initiative of Federation Council member Zinaida Dragunkina and deputies from Moscow Nikolay Gonchar, Elena Panina, Gennady Onishchenko, Vladimir Resin and others.
April 20 document has passed the first reading, and although it was supported by 397 deputies, claims to document and parliamentarians, and members of the government, and there were many immigrants themselves. Since May 15, residents of houses, which in the Moscow government were supposed to include in the renovation program (this is 4,5 thousand. Houses) were given the opportunity to vote on the portal "Active citizen" and in the district centers "My Documents" and thereby make a decision about the participation of their home in a giant project. Voting will end on June 15. The second reading of the bill is scheduled for June 9.
