The new law also obliges the US Treasury to develop the necessary instructions for international financial institutions to exclude the possibility of implementing any programs - loans, debts, guarantees that violate the territorial integrity and sovereignty of Georgia. At the same time, the law forbids supporting any country in the world that recognizes the independence of the occupied Georgian regions - Abkhazia and the Tskhinvali region ("South Ossetia"), "Panfilov writes..

As noted by the Georgian political scientist, this law will strike the Kremlin's allies, who recognized the independence of the separatist regions - Nauru, Venezuela and Nicaragua. In particular, the island nation of Nauru will now be deprived of US financial support. Two other countries, Venezuela and Nicaragua - and so in the outcasts of the United States. Now we can expect that sanctions against them will not be lifted until they give up support for the occupied Georgian territories.

According to the expert, the new American law contains many indications of Russia, mainly - the need to confront the aggressive foreign policy of Moscow. Along with other measures, the document specifies that "it is necessary to allocate not less than 100 000 000 dollars in the form of assistance to resist the influence and aggression of Russia in the countries of Europe and Eurasia". These funds "will be added to the amounts that are available for these countries in the framework of bilateral assistance".
