The Bureau of the Parliamentary Assembly of the Council of Europe decided to create an independent body that should investigate allegations of corruption brought against several top PACE officials, including President of the Assembly Pedro Agramunt.

This is written by "European Truth", referring to several representatives of the Bureau.

"Savitsky's document (PACE Secretary General Wojciech Savitsky - ed.. ) Regarding the investigation of corruption was adopted without changes, although there were proposals to change, to soften it, "said, in particular, the PACE Vice-President from Ukraine Georgy Logvinsky.

According to the head of the Ukrainian delegation, Vladimir Ariev, this decision is final and does not require approval in the PACE hall.

It is noted that the full text of the so-called "Savitsky Memorial", which was submitted to the Bureau, has not yet been made public, but the analytical center of the European Stability Initiative published its description and citation. Several interlocutors of the publication, in turn, recognized that the description corresponds to the document.

The adopted memorandum refers to the establishment of an "independent body for the detailed investigation of allegations of corruption and of incentives brought against individual members or former members of the assembly".

We are talking about a scandal called "caviar diplomacy", about the likely long-term bribery by Azerbaijani authorities of a number of members of the Assembly headed by Agramunt.

In accordance with the memorandum, the investigative body should consist of three members, independent high-ranking officials "from institutions that enjoy the highest moral standing" and have experience in anti-corruption investigations. He will have the right to interview members of the assembly, seek assistance from Member States and analyze documents.

In the event that one of the members or former members of the assembly refuses to give evidence or documents, this should be recorded.

The results of the investigation will be submitted to the Bureau and can be transferred to law enforcement agencies.

As reported by the "Observer", former President of the Parliamentary Assembly of the Council of Europe Pedro Agramunt stepped back from fulfilling the duties of conducting the session after the scandal because of his visit to Syria together with the deputies of the Russian State Duma. Agramunt himself stated that he does not consider that he should resign.
