PACE could not fire its chairman

The chairman of the Parliamentary Assembly of the Council of Europe (PACE) Pedro Agramunt on Monday unwittingly arranged a "revolution" in the organization: by his trip to Syria he angered the deputies, some of whom demanded his resignation, but the regulations did not allow this. "Rebellion" broke, but the residue remained. Continued riots can be expected on Tuesday, April 25.

Earlier today, on the first day of the spring session of the Assembly, the head of the PACE apologized for the visit to the UAR, which was held on March 20-21, together with European deputies and members of the State Duma of the Russian Federation, at the invitation of the Speaker of the Syrian Parliament, Khadia Khalaf Abbas. In particular, the guests from Europe had a meeting with the Syrian President Bashar Assad, and also visited the Russian military-industrial complex in Khmeimim. Most of all, for some reason, the representatives of Kiev were shocked by this visit. In the State Duma, the reaction of Ukraine to the visit of the head of the PACE in the SAR was called hysterics.

"Let me state this: this trip was a mistake, I admit it, given the consequences," RIA Novosti news agency quotes Agramunt.

He apologized for explaining the "first mistake" by "underestimating the reaction" among colleagues in the Assembly on a visit to Assad. "From the very beginning, I conducted 50 trips, and none of them raised such questions in front of me," he said..

However, these confessions caused the effect of an exploding bomb. Some hotheads demanded a vote of no confidence in the PACE chairman, hold hearings and put the issue to the vote. Agramunt agreed to a hearing, but a number of parliamentarians did not abate. And then, probably, the chairman's nerves passed off - he announced a break for 10 minutes, but after their expiration to the Assembly Hall did not return.

On this Monday mornings do not end. It turned out that there is no procedure of no confidence in the PACE regulations, and the head of the organization can leave only himself and resign voluntarily. And here the parliamentarians set out in the absence of Agramunt to adopt changes in the regulations of the Assembly. However, this attempt failed, without obtaining the necessary two-thirds majority.

As a result, the second part of the Marlezzo ballet is expected on Tuesday.

"PACE President Pedro Agramunt, in the light of the appeal of a significant number of members, agreed to participate in the hearings, open to all members of the Assembly, on the topic of his recent visit to Syria," reads the official website of the organization.

The hearing should begin tomorrow at 13:00 local time (14:00 Moscow time).

Recall that the delegation, together with the Russian deputies representing all four factions in the State Duma, from the European side included about 10 parliamentarians from Spain, Italy, the Czech Republic, Serbia and Belgium.
