Law on Declaration for Anti-Corruptionists Violates Constitutional Guarantees of Rights and Freedoms - Expert

Adopted by the Verkhovna Rada Law No. 1975, which requires the declaration of property for representatives of anti-corruption public organizations, a number of its provisions violate the constitutional guarantees of human and citizen's rights and freedoms.

"The adoption of this law has become a revenge of politicians for the activities of public organizations, and its provisions contain significant violations of constitutional guarantees. Thus, ordinary citizens are charged with additional duties (in particular, on declaring property and income), as well as restrictions and prohibitions on the basis of occupation (for example, public anti-corruption activities), "reads the article.

The specialist points out that in this way the activists were equated with officials of the state and local government bodies, substantially restricting their right to freely express their thoughts.

"Everyone who participated in the anti-corruption action (conference, seminar, demonstration) and did not submit an electronic declaration, will be brought to administrative or criminal responsibility. Yanukovych and Co. did not dream about such opportunities! ", - the expert concludes.

Recall, on March 23 the Verkhovna Rada made changes in the art.. 3 of the Law "On Prevention of Corruption". The presidential bill was supported by 268 people's deputies. Initially, the bill was aimed at the release of soldiers and junior officers from the submission of e-declarations. However, during the consideration in the second reading, significant amendments were made to the draft law.



In particular, the law obliges to submit e-declarations of representatives of anti-corruption organizations. The changes in the anti-corruption legislation were severely criticized by US, EU, G7 ambassadors and international organizations.
