Anticorruption strategies of Romania and Ukraine: time and results

The revolution in Romania occurred in 1989. And everyone thought that after the execution of dictator Ceausescu with his wife, all other politicians would become responsible, competent and incorruptible, and all their promises would be fulfilled. But the populists were changing the populists, and the changes were fragmentary and the rules of the game changed very slowly, and not too noticeable for the people. Even the blood of the dead revolutionaries could not build an independent justice. One political will was not enough, it was necessary to make structural changes, but as always, the authority was immersed in the daily crisis management, then there was no money, then there were no suitable conditions, there was no consistency in approaches and assessments.

The National Anti-Corruption Agency was established in Romania under EU pressure only in 2003, as the main condition for European integration.

In 2006, Laura Kovesi was appointed to the post of Attorney General.

In 2007, Romania joined the European Union and was recognized as the most corrupt EU state.

In 2011, the EU developed an anti-corruption strategy for Romania. Legislative changes were made, anti-corruption structures received the necessary experience.

In 2013, Laura Kovesi was appointed director of the National Anti-Corruption Agency.

And in 2013 NAA and the National Agency for Integrity in an atmosphere of general distrust and frustration have finally begun a large-scale work and detentions. Over a thousand criminal cases were transferred to the courts, including against six ministers, twenty mayors of cities, more than 150 million euros. Anticorruption cases are now going to courts in batches, anti-corruption bodies have begun to bring to the verdict hundreds of officials, including the brother of the incumbent president, former prime minister, deputies of the ruling parties.

In 2016, 120 prosecutors of the agency conducted more than 6 thousand corruption investigations.

The anticorruption legislation of Romania is much more rigid than the Ukrainian one. Anticorruption agency has the right to "preventive detention" of suspects.

If in Ukraine suspicion should be brought to the suspect within three days, and the defense does everything to break procedural deadlines and achieve release, in Romania, the fighters against corruption have the right to "preventive detention" for 180 days! Most Romanians support.

Trust in Romania in the EU, trust in the state in Romanian society is growing primarily thanks to anti-corruption actions, as clear evidence that justice still exists and justice above any personal ties and interests. And now all the leaders of Romania emphasize that they are also involved in the creation of an anti-corruption system, and despite the detention of their associates, they call the work of the anti-corruption agency a general achievement of the state.

In Ukraine, NABU and SAP by the decision of the president, government and parliament were established in 2015.

But we do not have time for swinging-we too, for many years, stood without moving.

Large-scale work and detentions began in 2017.

Currently, there are suspicions of corruption regarding:.

Heads of the State Fiscal Service R. Nasirov, one of the key government officials, the protege of the incumbent president.

One of the most influential Ukrainian politicians and businessmen is H. Martynenko, a friend of the former prime minister.

Acting People's Deputy A. Onischenko, one of the most influential parliamentary figures who financed the bribery of deputies in the parliament for 12 years - since 2004, with all presidents and prime ministers.

The acting head of the Central Election Commission Okhendovskiy, who has been a member of the CEC since 2004, and as head of the CEC, conducted the last five election campaigns.

Ukraine is slowly but surely taking the first steps in creating a professional state system.



In the modern world, the ability of the state to punish all state employees by law, who breaks the law out of personal greed, is an essential part of trust. Trust is not created in one day. But we undoubtedly all together began to take steps in the right direction.
