The number of housing with preferential mortgages has increased sharply: what do Ukrainians choose and why?

In Ukraine, over the year, the supply of housing under ДOselya (mortgage loan) has increased in all segments, most noticeably in private houses and one-room apartments. One-room apartments remain the most affordable starting option, and houses are in demand only due to the increased demand for autonomy.

This is stated in the analytics of one of the personnel portals for searching for real estate.. It is noted that the government lending program has been operating for more than three years and during this time has become one of the key drivers of the real estate market.

According to analysts, 2025 once again confirmed its impact, because the number of housing offers available for purchase under the program has increased significantly throughout the country. The analysis shows that over the year, demand and supply for єOselya increased in all segments, and the most noticeable growth was observed in private houses and one-room apartments. According to the study, the interest of Ukrainians in the program continues to grow, because in 2025, 78% of respondents had heard about eOseli, which is 9% more than last year. Among them, 7% have already taken advantage of a loan under the program, another 41% plan to apply, and the share of those who do not plan to use eOseley decreased to 52%. In parallel with this, the number of advertisements for the sale of housing under the program has increased significantly. If in October 2024 there were about 5.8 thousand such proposals, then in October 2025 there were almost 17 thousand.

The largest increase in offers was noted in cities such as Kropyvnytskyi (+369%, from 13 to 61 advertisements), Kharkov (+287%, from 295 to 1,141), Vinnitsa (+272%, from 64 to 238), Khmelnytskyi (+270%, from 84 to 311), Sumy (+254%, from 63 to 311). Such data confirms that the eOcel program is actively stimulating the housing market in various regions, especially in cities with medium and high demand for affordable housing. Ukrfinjitlo data also shows stable dynamics:

in the first quarter of 2025, 1,353 loans were issued under the program, in the second quarter cumulatively - 2,986, in the third - 5,406, and at the end of the fourth quarter the number of loans is 6,697. By type of housing, the situation looks like this: the number of advertisements for the sale of private houses increased by 231% (from 1,603 to 5,307 offers), one-room apartments by 168% (from 1,874 to 5,030), two-room apartments by 188% (from 1,421 to 4,104), three-room apartments by 166% (from 789 to 2,102).
