The largest share of mortgage agreements is in the metropolitan region. In just seven months of 2025, almost 2.2 thousand transactions were concluded in Kyiv and the Kyiv region, which is 57% of all loans for this period. And since the start of the program, these two regions generated 49.3% of all mortgages.

While in the central and western regions the program works relatively stable, it is almost impossible to take a mortgage in the south and easter of Ukraine. According to Getmantsev, statistics are shocking:.
In the Kherson, Donetsk and Lugansk regions, the program does not function at all due to hostilities. For comparison, only 50 loans were issued in the Transcarpathian region this year, and in the calm Rivne or Volyn regions, 1.7 times more than in all front -line regions combined together.

However, as the hetmans notes, all good plans must necessarily turn into real tools for access to housing. Otherwise, the program will turn into privilege for the capital instead of national support.
