KEV officials (apartment-operational department) Lugansk, together with accomplices, implemented a large-scale scheme of theft of budget funds due to the purchase of wood at high prices, which caused the state damage to more than 101 million hryvnias. Five participants in the criminal group have already announced suspicion, they face up to 12 years of imprisonment with confiscation of property.
This was reported by the State Bureau of Investigations (GBR). The defendants in the case were officials of the apartment-operational department (KEV) of Lugansk, which is part of the system of logistics forces of the Armed Forces of Ukraine, as well as their accomplices.
They implemented a scheme for the purchase of fuel wood at high prices using controlled individuals-entrepreneurs. According to the investigation, the organizer of the transaction was the former leader Kev Lugansk. He attracted to the diagram:.
The corruption scheme was based on the artificial overestimation of the cost of fuel wood. Purchases were made without open tenders - instead, contracts with indirect suppliers were used. As a result, intermediaries received significant amounts, and the real price of the goods remained much lower.
The peculiarity of the scheme was that payments were made through fictitious individual entrepreneurs (FLP), whose accounts were controlled by the participants in the transaction. In total, the DBR set 35 FLPs involved in fraud.
Investigators found that 47 purchases were made at high prices as part of this scheme. The total amount of theft amounted to more than 101 million hryvnias. Law enforcement officers conducted 28 searches during which they seized:.

The actions of the suspects are qualified according to. 3 tbsp. 27, h. 5 tbsp. 191 Criminal Code of Ukraine. The sanction of this article provides for up to 12 years in prison with property confiscation.
The procedural leadership in the case is carried out by a specialized prosecutor's office in the field of defense of the eastern region. Additional investigative actions are continuing to establish all participants in the corruption scheme and compensation for damage.
