In 2025, the labor market in Ukraine will continue to experience a personnel deficit, especially in the field of working specialties, medicine and defense. Therefore, salaries in demanded areas can grow up to 50,000 UAH or more, and competition for qualified workers will intensify.
Tatyana Berezhnaya, Deputy Minister of Economy of Ukraine, spoke about acute shortage of personnel during a business forum. According to her, at the beginning of 2025, 13.3 million people officially work in Ukraine, about 1 million active unemployed are looking for work, but another 12.5 million Ukrainians remain economically inactive.
These are pensioners, students, women on maternity leave, people with disabilities, as well as those who cannot find work due to disadvantage skills. However, despite the large number of unemployed, the labor market suffers from an acute shortage of personnel, especially in the production and technical spheres. According to the leading portals for employment, the greatest demand in 2025 is observed in the following areas:.
In addition, the need for medical specialists is growing (family doctors, nurses, narrow-profile specialists), as well as accountants, HR specialists, traders and lawyers. The average salary in Ukraine in December 2024 amounted to 24,000 UAH, but in some industries it was much higher:.
According to the expert, due to mobilization, the departure of Ukrainians abroad and migration to safer regions, the labor market will experience a lack of personnel in all areas. This will lead to strict competition for employees, forcing employers to increase their salaries.
