Former deputy of the Brovary City Council and controversial businessman Sergei Shapran received a conclusion from the military medical commission (MMC) that he was unfit for military service. He was deregistered, but Shapran’s file, in which his “diagnosis” could be seen, was destroyed. In fact, a businessman suspected of participating in numerous schemes was able to freely leave the country and was freed from restrictions due to martial law. During the war, Shapran regularly travels abroad, traveling while journalists continue to investigate schemes involving his participation regarding the theft of sanctioned assets. Previously, Sergei Shapran managed to gain control over the assets of the sanctioned group of companies " For this purpose, according to media reports, a number of newly created companies were involved. Back in 2022, a company from the orbit of Naumts, despite the effect of the National Security and Defense Council sanctions, began selling its property at reduced prices to shell companies, which almost immediately resold the same assets to new companies. This mechanism was applied to all property - from offices, factories and vehicle fleets to exit gates and hand tools.

It was also reported that, by purchasing the property of Unigran through Vladimir Osipov’s companies and registering the property of Unigran as his own companies, Shapran also acquired a warehouse that Unigran-Service LLC used to store industrial explosives and fuses for them. The facility is located on the territory of Malinsky Stone Crushing Plant JSC.

“Yes, the tycoon actually bought the premises along with explosives, without having a license for this,” the journalists note.
