Current estimates of the Corruption Perceptions Index CPI-2025 show that in general the situation with corruption in the world is worsening, even in established democracies there is an increase in corruption due to weakening leadership. And the number of countries receiving more than 80 CPI points has dropped from 12 ten years ago to five this year. Ekaterina Ryzhenko, deputy executive director of Transparency International Ukraine, writes about this in the article “Advances for the authorities. Why is it too early to rejoice at Ukraine’s scores in the 2025 Corruption Perceptions Index?.
“Among Ukraine’s western neighbors, only Poland’s indicator has not changed - 53 points and 52nd place in the Corruption Perceptions Index 2025. But Slovakia (48 points, 61st place), Romania (45 points, 70th place), Moldova (42 points, 80th place) and Hungary (40 points, 84th place) lost one point each.. That is, despite all the problems we have, Ukraine has become the only country in the region that managed, albeit minimally, to improve its position in the study,” the author notes..
Negative trends can also be seen in the indicators of the European Union and Western Europe.
If at the end of 2022 the average score of these countries was 66, then this year it dropped to 64.
“Overall, countries’ scores in the Index indicate an alarming decline in performance in democratic countries. Another bad pattern was the increase in many countries in cases of restrictions on freedom of speech, association and assembly - and this happened not only in territories with active armed conflicts,” the article says.
