Thousands of IDP pensioners were left without payments in January

Verkhovna Rada Commissioner for Human Rights Dmitry Lubinets appealed to the Cabinet of Ministers with a demand to urgently simplify the confirmation procedure for pensioners from among internally displaced persons, as well as to extend the deadline for verifying the fact of non-receipt of pensions from Russian authorities. He announced this in his Telegram channel.

According to the Ombudsman, more than 1.3 million displaced pensioners are registered, and a significant part of them did not receive pension payments in January. The beginning of the year was accompanied by mass appeals from citizens regarding the sudden cessation of accruals from the Pension Fund of Ukraine.

The reason was the introduction of additional identification - the need to confirm that a person does not receive a pension from the aggressor state.

To resume payments, pensioners had to go to the PFU web portal, log in to their personal account and sign a confirmation using the electronic signature “Diya”. Signature" However, as Lubinets notes, a significant number of older people do not use smartphones or do not have the skills to work with digital services.

As a result, pensioners were forced to personally contact the Pension Fund branches, which caused queues, tension and a virtual collapse of the institutions..

The Ombudsman gave a personal example: his mother, who left Volnovakha in the Donetsk region due to Russian shelling, officially received IDP status and for years legally received a Ukrainian pension. In January, payments to her were stopped solely because she did not pass the new electronic identification.

“People were not warned, they were not explained what needs to be done. Pensions were stopped not because of a violation, but because of failed communication,” Lubinets emphasized.

According to the Commissioner, thousands of pensioners learned about the new rules only when the funds did not arrive in their accounts. He emphasized that the state shifted the responsibility of checking information to the citizens themselves, without ensuring proper information.

“The rights of millions of people are under threat due to bureaucratic decisions and completely failed information work,” the ombudsman noted.

Lubinets called on the government:.

extend confirmation deadlines for IDP pensioners;

simplify the identification procedure;

provide clear and accessible information;



use existing state registers instead of new checks.

He noted that most of these people do not have smartphones and do not use the Diya application, and pensions for them are often the only source of income.

“The state is obliged to guarantee this right, and not make it dependent on complex electronic procedures,” summarized the Verkhovna Rada Commissioner for Human Rights.
