In Ukraine, rumors began to spread that the Diya application would become paid due to the reorganization of a state-owned enterprise into a joint-stock company. However, citizens were assured that all shares will remain the property of the state, and the operation of the service and all services for citizens will continue to be free. This was announced by Deputy Minister of Digital Transformation Valeria Koval during the telethon. She explained that the spread of rumors is due to an incomplete understanding of the legislative changes that occurred last summer.
According to Koval, the Economic Code of Ukraine was repealed in July. As a result of this, all state-owned enterprises are required to change their legal form. This is not about privatization or commercialization, but about a legal requirement that is gradually being fulfilled by various state-owned enterprises depending on their structure and functions. In the case of the State Enterprise Dіya, it is envisaged that the enterprise will be transformed into a joint-stock company, while all 100% of the shares will remain the property of the state. That is, in fact, the enterprise will continue to remain state-owned, and the format of its work will not change.
" The state enterprise will continue to operate in the same format. This will not affect Diya or electronic services in any way and does not affect their cost,” noted the Deputy Minister.
Separately, Koval commented on the issue of paid services in the application. She emphasized that today there is only one paid function in Dii - document multisharing. This service allows you to send multiple digital documents in one batch without having to download each file separately.
At the same time, the fee for multisharing is paid not by citizens, but by business companies that connect to this function to process customer documents. For users themselves who send documents through Diyu, the service is free. All other services related to the interaction of citizens with the state - obtaining documents, certificates, services or participation in government programs will continue to be free.
As the Ministry of Digital Development explained, fees can only be charged in cases provided for by law, for example, in the form of an administrative fee or state duty.
However, these funds do not go to the Diya application, but to the relevant body that provides the service. The ministry notes that the reorganization of the enterprise is a technical and legal procedure and does not provide for any changes for millions of users of the application. Diya was and remains a state digital service.
