Following the recent proposals of the Commission and the High Representative, the European Rada calls on the Rada and the European Parliament to continue working on the technical and legal aspects of the instruments that establish the Reparation Credit on the basis of.

Now, in order to ensure the necessary financial support for Ukraine from the next quarter of 2026, including the Ukrainian consumption, the European Rada is willing to provide Ukraine with a loan in the amount of 90. The strengthening of legislation (Article 20 DFES) is similar to the instrument based on Article 212 DFES, such as the mobilization of resources to the budget of the Union as a guarantee of whose loan is not financially dependent. This loan will be repaid by Ukraine only after the withdrawal of reparations.

Until then, these assets will be deprived of damage, and the Union will deprive itself of the right to borrow them to repay the loan, subject to EU legislation and international law.

The European Rada emphasizes the importance of the next elements of the loan that will be given to Ukraine:.

a) the value of the European and Ukrainian defense industries;

b) further the establishment of the rule of law in Ukraine, including the fight against corruption;

c) the specific nature of the security and defense policies of the neighboring member powers and the security and defense interests of all member powers.
