Ukrzaliznitsa is included in 2026 with a forecast of more than 28 billion UAH losses, mainly due to passenger transportation. This deficit is partially covered with one -time subsidies from the reserve fund. However, the budget support of unprofitable passenger transportation remains the basic option for 2026: increasing freight tariffs by 37% will have a negative effect for the economy, and in the future, an even greater shortage of passenger tickets, the center of transport strategies writes.

" Without the possibility of investing Ukrzaliznitsa, it will underfundrate capital investments, and the effectiveness will fall, ”the general director of the Federation CEO Ruslan Ilyichev quoted the word.

Oleg Nyvievsky, an assistant professor of the Kyiv School of Economics, explained to the publication that it is erroneous to tie tariffs for macro, and this is impossible to do so.

" As for the passenger, ticket deficiency at a low price is lost income. Therefore, you need a dynamic pricing for passenger transportation in order to reduce cross subsidies from goods, ”the expert emphasized.

In turn, Deputy Minister of Economics Andrei Taleup also noted that increasing the cost of freight tariffs by 37% is an unbearable figure. At the same time, world practice confirms: the expenses for passenger transportation are compensated by the state, and this is normal.



Earlier, People's Deputy Musa Magomedov also stated that Ukrzaliznitsa performs strategic and social functions during the war, and without support from the state, it may simply stop. Therefore, the state should provide for the company financing from the state budget for at least the next few years. According to him, passenger transportation was unprofitable before the war, and since the beginning of the war the load became harder, because air transportation was transferred to Ukrzaliznitsu. It is impossible to compensate for such losses of cargo transportation, therefore, budget support should be planned for several years in advance.
