The number of registered unemployed at the end of December 2024 reached 94.2 thousand. people, of which 80% (75.8 thousand. person) - women. Such data, with reference to the NBU, was published by People's Deputy, Head of the Verkhovna Rada Committee on Finance, Tax and Customs Policy Daniil Getmantsev. In his opinion, these trends are far from real life, where, according to various estimates (NBU/government), the actual level of unemployment is 14–18% (as a percentage of the economically active population), and the real number of unemployed reaches 1.8–2.2 million. That is 20 times more than registered unemployment.

The right to assistance for unemployed Ukrainians is determined by Art.. 43 Law " According to the document, only certain persons are entitled to payments.

In Ukraine, the right to unemployment benefits have the following categories of citizens:.

In order for the state to begin to pay unemployment benefits, first you need to get the appropriate official status. Therefore, you should not only submit documents to obtain status, but also have at least 7 months of insurance experience in the last 12 months before registering a person as unemployed.

Therefore, unemployment benefits are calculated as follows:.

Taking into account the real situation and the ratio of length of service and years, the majority of persons applying for unemployment benefits can receive it for 300 days in a 2-year period.

The exception is persons who have acquired such a status two years before retirement, they can be paid to their assistance within 720 calendar days.

Also, reduced deadlines are provided - up to 120 days to receive assistance for a certain category of persons, for example, internally displaced persons who have no confirming documents on insurance experience.

The amount of the benefit again depends on the length of service, and the longer the insurance period, the more a person receives as a percentage of earnings. For example, a person who has up to three years of experience has the right to receive 50% of the person’s average salary (income), while a person who has more than 30 years of experience will already receive 80%.

Moreover, the size of the payment depends on the duration of receiving unemployment benefits.. So, from 2022, changes were made within half, from a certain period of receipt of assistance, the person will receive 100% of the amount of payment, and the second half - only 50%.



“On the positive side, from October 2024, by a resolution of the Board of the Compulsory State Social Insurance Fund of Ukraine in case of unemployment, the minimum benefits for most of the categories of unemployed were increased to UAH 3,600. Thus, we can conclude that the changes made to the legislation more or less contributed to maintaining a balance of interests of the population and, at the same time, the appropriate use of budget funds,” adds Voronkova.

Let us note that, according to the law, it will not be possible to receive assistance indefinitely as an unemployed person, so there are two options: get a job or renew your “unemployed” status..
