People's deputies plan to tax part of the items that Ukrainians receive from abroad. At the same time, preferential treatment will remain for parcels worth up to 45 euros. However, customs officers will have to make sure that the items are not for sale. The increase in taxes and changes in the Tax Code are discussed in bill No. 12429, which appeared on the portal of the Verkhovna Rada.
The tax hike bill card says it was filed on January 20, 2025.. The initiators of the bill are the head of the Tax Committee of the Verkhovna Rada, Daniil Getmantsev, and 11 other people’s representatives.. The title of the bill indicates that they plan to make changes to the Tax Code that will streamline parcels from abroad. Moreover, it is noted that innovations are being introduced to implement EU Council Directive No. 2006/112/EC.
In the text of the bill we see that, among other things, changes are made to Article 196 of the Tax Code in Section 196. 17, which talks about which transactions are not subject to tax.

The rationale for the bill explains why they decided to tax items and thus increase taxes. The authors indicated that there is a trend towards growth in e-commerce in the world, and in Ukraine too. In 2024, Ukrainians imported goods worth UAH 123 billion from abroad, and shipments of up to 150 euros were tax-free. The Institute of Socio-Economic Transformation calculated that using benefits for this kind of parcels, one person could potentially import 4.5 thousand worth of goods in a month.. euros, and 10 people - by 1.34 million euros. At the same time, such “industrial parties” avoided the 20% VAT: they decided to close this “loophole”.
In the Telegram channel of the initiator of the bill on taxation of tea, coffee and perfume from abroad, Daniil Getmantsev, there are no comments yet regarding the idea of \u200b\u200bpeople’s deputies.
Note that in the summer of 2024, Focus wrote about the increase in taxes, which came into force in December 2024. People's deputies made changes to the Tax Code and a number of other laws. One of their innovations is an increase in military duty to 5%.
