The State Tax Service of Ukraine must gain access to banking secrets of clients of Ukrainian banks. Finance Minister Sergei Marchenko stated this in an interview with UT-2..
“As Minister of Finance, I believe that maximum openness and transparency in the payment of taxes is our future. We should not be afraid to reveal banking secrecy that we believe protects us from something.. Bank secrecy protects thieves and criminals,” said Marchenko. He expressed his conviction that bank secrecy for tax authorities will be abolished as part of European integration.
According to the Minister of Finance, an obstacle on this path may be the distrust of Ukrainians in state institutions.
" I'm not worried because I'm a government employee - it's like a mark for life when all your property transactions are known. But people don’t want to, they say, I didn’t get hired for public service. I have concerns about how law enforcement agencies use this,” Marchenko said..
He explained that the best way out of this situation could be the so-called “closing of the perimeter”, when information about the personal accounts of Ukrainians will be known only to fiscal authorities, and not to law enforcement agencies..
Marchenko also added that tax officers will not work with the financial data of a specific person, but will analyze data sets.

Let us recall that on January 8, President of Ukraine Vladimir Zelensky signed a law that expands the list of grounds for disclosing bank secrecy.
In December 2024, Sergei Marchenko said that Ukraine would be able to fight with the Russian Federation at its own expense at least until mid-2025.
