The Ministry of Economy spoke about typical shortcomings in the preparation of lists of persons liable for military service, who are booked for the period of mobilization and wartime. This is reported by kadrovik with reference to the letter of the Ministry dated May 2, 2023 No. 2704-20/19 826-01.. ua.

State authorities, other state bodies submit for approval to the General Staff of the Armed Forces of Ukraine (SBU, Foreign Intelligence Service of Ukraine) lists of persons liable for military service, which are offered for booking for the period of mobilization and for wartime, for the relevant areas of government, sectors of the national economy, local governments.

The lists approved by the General Staff (SBU, SZRU), based on the results of consideration of the completeness of filling and the availability of justifications, are submitted to the Ministry of Economy.

At the same time, according to the information of the General Staff of the Armed Forces of Ukraine, a significant number of sent documents contain typical shortcomings, in connection with which the documents are returned for revision.. When forming lists, the following cases are allowed:.

inclusion in the lists of citizens of Ukraine who are not registered for military service in the relevant territorial centers of recruitment and social support (there is no mark of territorial recruitment and social support centers in the military registration documents of a person liable for military registration);

the absence in the lists of information about the military rank and / or military registration specialty of a person liable for military service;

unreasonable excess of 50% of the ratio of the number of booked persons liable for military service and offered for booking to the number of persons liable for military service;

submission for approval to the General Staff of the Armed Forces of Ukraine of lists by enterprises, institutions, organizations (and in accordance with the Procedure, lists are submitted to the General Staff for approval by state authorities, other state bodies);

the absence of a list in the form in accordance with Appendix 1 to the Procedure and a certificate of the number of persons liable for military service in the form in accordance with Appendix 2 to the Procedure, signed by the head of the enterprise, institution, organization by imposing a qualified electronic signature (when submitted in electronic form);

lack of information on the compliance of the credentials of the persons liable for military service specified in the list with their military registration documents.

The Ministry of Economy asks not to include in the lists:.

- military personnel (persons undergoing military service);

- persons liable for military service who are not subject to conscription for military service during mobilization on the basis of Article 23 of the Law of Ukraine of October 21, 1993. No. 3543-XII \;

- persons liable for military service who are not registered as persons liable for military service (conscripts, persons who have reached the age limit for being in the reserve; persons, for health reasons, declared unfit for military service with exclusion from military registration, etc..

- persons who are not in labor relations with a state authority, other state body, local government, enterprise, institution, organization.
