The beneficial owner of Kirovograd Mine Administration is Sergey Kabargin, a Russian businessman with a fortune of almost 4 billion rubles.. He also owns the Moscow Fizpribor plant.. Hardware and software developed by the Fizpribor plant are operated at Russian nuclear power plants that are part of the sub-sanctioned state corporation Rosatom. As you know, the latter is actively involved in the seizure of nuclear power plants in Ukraine.

However, the National Security and Defense Council has not yet imposed sanctions against Kabargin. Therefore, it is impossible to start the recovery procedure from the enterprise in favor of Ukraine or deprive it of licenses.
