Russia plans to force the international community to recognize its ownership of the Zaporozhye nuclear power plant. Also, Russian troops want to use the growing threat around the Zaporozhye nuclear power plant to deter the upcoming offensive of the Ukrainian army.. This is stated in the report of the Institute for the Study of War (ISW).

To achieve its goals, Russia intends to use the personnel of the International Atomic Energy Agency (IAEA) at ZNPP.

The ISW recalled that the IAEA announced on February 10 that it had postponed the planned rotation of personnel from its mission to the ZNPP due to security concerns..

IAEA Director General Rafael Grossi said on February 9 that the situation remains unstable, and on February 28 that there were 20 detonations near the Zaporizhzhya NPP, which briefly disconnected the reserve power line at the Zaporizhzhya NPP.

At the same time, the Russian Foreign Ministry stated that the UN Department of Safety and Security, without good reason, postponed the rotation of IAEA personnel for an indefinite period.

And a representative of the Russian occupation authorities accused the Western intelligence services of disrupting the rotation of the IAEA mission to the ZNPP.

" The Russian and occupying authorities may also be trying to contain a possible future Ukrainian counter-offensive in southern Ukraine by escalating threats to the ZNPP..
