Despite the fact that the draft law 8178-1 on simplifying the change in the intended purpose of agricultural land was rejected this week by the Verkhovna Rada, this does not mean that Bankovaya, which promoted this project, will abandon its philosophy.. After all, only 0.1% of the existing agricultural land in the country will be enough for the state, even in order to build new multi-apartment housing for 10 million IDPs.. For industrial purposes, the needs will be of the same order.

The fact that bill No. 8178-1 is a puzzle in the same scheme as the scandalous project No. 5655 (on reforming the sphere of urban planning) is indicated by the following fact.

Thus, if the deputy head of the presidential office says that draft law No. 8178-1 is an initiative of the OP, then the decision to sign No. 5655 has already been made, and they are just waiting for a good moment for its promulgation,"
More precisely, it was so until the moment when the Rada nevertheless rejected this bill.. This indicates that the lobbyists of the law and the whole scheme at this stage lost and did not gain votes.. However, there is still no presidential veto on No. 5655, so it is obvious that the struggle will continue and a bill similar to No. 8178-1, but under a new number, may well appear in Parliament..
According to the author, there is a critical gap in the legislation in case of need to build socially necessary facilities on the lands of other owners, and this problem deserves a comprehensive solution..
Recall that the Verkhovna Rada was preparing bills No. 8178 and No. 8178-1 for voting, simplifying the mechanism for changing the intended purpose of agricultural land, as well as No. 8225 and No. 7528, allowing forcible seizure of land during the restoration of the country. The head of the National Agency for the Prevention of Corruption, Alexander Novikov, said that all four documents are full of corruption risks.
