Despite the war, citizens of Ukraine must pay utility bills. The state provides benefits for payment of housing and communal services to some Ukrainians. The Pension Fund of Ukraine told who and in what amount can receive these benefits.
What utility bills are available?.
The list of benefits for payment of housing and communal services, provided taking into account income, is determined by the Procedure for granting benefits to certain categories of citizens, taking into account the average monthly total family income (approved by a resolution of the Cabinet of Ministers dated 04. 06. 2015 No. 389).
Such benefits include, in particular, payment benefits:.
housing (rent, payment for services for the maintenance of houses and structures and adjacent territories), management of an apartment building;
utilities (centralized cold water supply, centralized hot water supply, drainage, heat and electricity supply, natural gas (including transportation, distribution and supply), district heating, household waste disposal);
fuel and liquefied gas.

Who can get utility bills.
The PFC explained that benefits are provided if the average monthly total income of the beneficiary's family per person for the six months preceding the month of application does not exceed the amount of income that gives the right to a tax social benefit (in 2023 it is UAH 3,760).
The benefit is assigned for 12 months from the month when such a right arises.
Benefits for payment of housing and communal services, purchase of solid and liquid furnace household fuel and liquefied gas in cash, taking into account the average monthly income.
So, to get a 100% discount on utility bills can:.
persons who have special merits to the Motherland (Article 11 of the Law of Ukraine dated 22. 10. 1993 No. 3551-XII \;
pensioners who previously worked as teachers, medical and pharmaceutical workers, plant protection specialists, librarians in rural areas and urban-type settlements;
persons living in rural areas and urban-type settlements, working / previously working in museums, state and municipal cultural institutions, educational institutions in the field of culture.

You can get a 50% discount for:.
large families, family-type orphanages, foster families, families of guardians (custodians);
parents and family members of the private and commanding staff of the civil protection service, killed (deceased) or missing in the line of duty;
persons who were dismissed from the civil protection service due to age, illness or length of service, and who became persons with disabilities in the line of duty and members of their families;
spouse (husband) of deceased citizens from among the participants in the liquidation of the consequences of the Chernobyl nuclear power plant accident and guardians of children (for the period of guardianship) of deceased citizens from among the participants in the liquidation of the consequences of the Chernobyl nuclear power plant, classified in category 3, whose death is associated with the Chernobyl disaster;
family with a child with a disability;
participants in the war;
certain categories of persons from among the victims of Nazi persecution;
Also, a 25% discount on utility bills is provided to children of war.
The PFC noted that if the income of the beneficiary's family exceeds the one giving the right to the benefit, the person (representative of the privileged category) can apply for a housing subsidy.
