provide care on a non-professional basis without conducting entrepreneurial activities;

have an average monthly income that is less than the subsistence level (from 2023 - up to UAH 2,589).

The Ministry of Reintegration noted that the cohabitation of persons is confirmed by registration or examination by special services.
