New rules for military registration introduced in Ukraine. They were approved by the Resolution of the Cabinet of Ministers of Ukraine No. 1487.

Among the changes made is the return of men who are abroad and do not have a deferment from military service.. According to paragraph 52 of the amended Rules, foreign diplomatic institutions of Ukraine must inform citizens who are on temporary consular registration and have reached military age and do not have a deferment or are not exempt from conscription for fixed-term military service about the start of the next call-up of citizens of Ukraine for fixed-term military service.

Lawyer Dmitry Buzanov stressed that it is impossible to return a person liable for military service from abroad by force, writes "

“According to the changes, now Ukrainians liable for military service abroad must be registered with the consular office. But here it should be noted that the punishment for non-compliance with this norm is not spelled out in the resolution (potentially it could be administrative responsibility). Although this is unlikely, since there is at least one “but”: decisions on the punishment of those liable for military service are issued by the heads of territorial military registration and enlistment offices who are in Ukraine and do not travel abroad,” he said..

He said that upon arrival in Ukraine, those liable for military service who are not registered abroad are unlikely to be punished, because the decree does not provide for any punishment for not registering with the consular register..

“In addition, becoming registered, you need to undergo a medical examination.. And how it all should function - it’s not the consulate that will equip it? This point in the resolution is incomplete and in order for it to work, it is necessary to make changes to the legislation in terms of the powers of consulates - at least so that they can search for Ukrainians who have not been registered, ”explained Dmitry Buzanov.



The lawyer emphasized that this requirement would only work in the case of volunteers.. After all, in order to “drive” all those liable for military service to the consulate, it was necessary to negotiate with other countries so that in order to receive education or work there, they demanded from the Ukrainian and a certificate stating that he was registered with the consular register.

Recall that in the first weeks of the war, 215,000 Ukrainians returned home from abroad.. Almost 80% of them are men.
