In Ukraine, from December 1, 2022, the procedure for assigning and accruing subsidies has changed. The amount of the subsidy is calculated individually according to the income of the recipient. The Ministry of Social Policy explained the period for which income is calculated when assigning a subsidy.

To calculate the amount of the housing subsidy, the income of persons for the following periods is taken into account:.

for the III-IV quarters of the previous calendar year - in the case when the housing subsidy is assigned from the beginning of the non-heating season (May);

for I-II quarters of the current calendar year - in the case when the housing subsidy is assigned from the beginning of the heating season (October);

for the two quarters preceding the month preceding the month, an application for the appointment of a housing subsidy - in the case when the subsidy is assigned not from the beginning of the heating (non-heating) season.

The Ministry of Social Policy noted that in the case of a housing subsidy from the beginning of the heating season, income in the form of a pension is taken into account in the amount of the accrued pension for August of the current year, and in the case of a housing subsidy from the beginning of the non-heating season, income in the form of a pension is taken into account in the amount of the accrued pension of the year.

If a housing subsidy is granted not from the beginning of the heating (non-heating) season, the amount of the accrued pension for the month preceding the month, the previous month from which the housing subsidy is assigned is taken into account.

The ministry explained that in the case of applying for a subsidy for payment of housing and communal services in January 2023, the income of persons for the II and III quarters of 2022 is taken into account, and the income in the form of a pension is taken into account for November 2022.
