all citizens officially working on the territory of Ukraine, including foreigners (unless otherwise provided by international treaties);

individual entrepreneurs, including those who have chosen a simplified taxation system;

persons caring for a child until the child reaches the age of three and receiving child care allowance until the child reaches the age of three and (or) upon the birth of a child, upon adoption of a child;

one of the non-working able-bodied parents or guardians actually caring for a child with a disability, a seriously ill child who has not been diagnosed with a disability, as well as non-working able-bodied persons caring for a person with a disability of group I or a person who has reached retirement age and at the conclusion of a healthcare institution;

persons receiving temporary disability benefits (who are on sick leave), as well as persons on maternity leave and receiving state assistance;

military personnel (except for conscripts), police officers, private and commanding officers, including those who are serving in the military during a special period defined by the laws of Ukraine \;

foster caregivers, family-type orphanage parents, foster parents, if they receive appropriate financial support;

members of the farm, if they do not belong to persons subject to insurance on other grounds;

non-working other of the spouses of an employee of the diplomatic service, who is abroad at the place of a long-term business trip of such an employee.
