The decision of the Kyiv City Council provides for the complete or partial cancellation of the accrual of utility bills for the maintenance of the local area, the removal of municipal solid waste, cold water supply and drainage for the duration of martial law:.

100% for persons affected by the Russian-Ukrainian war;

to introduce a 50% discount for institutions and organizations of any form of ownership that accommodate migrants from temporarily occupied or destroyed areas, personnel of the territorial defense, the Armed Forces of Ukraine and the National Guard of Ukraine on their residential premises for the period of placement of such persons;

introduce a 30% discount on all utility bills for socially vulnerable segments of the population of Kyiv;

introduce a 50% discount for institutions and organizations of any form of ownership that operate in the field of public catering and provide, on a volunteer basis, hot meals (ready meals) to unprotected segments of the population who have not left and are in Kyiv, personnel of the territorial defense or armed forces of Ukraine and the National Guard of Ukraine.
