Maintaining the income of Naftogaz was a threat to the energy independence of Ukraine - the conclusion of the Interim Commission

The Interim Commission of Verkhovna Rada for the preliminary consideration of issues that could lead to critical phenomena in the energy market of Ukraine published a conclusion regarding the agreement between LLC " The agreement was concluded at the initiative of the Cabinet of Ministers to cover the income of the Naftogaz group, and caused significant financial damage to the OGTSU.

In 2021, under this agreement, OGTSU paid UAH 30.7 billion to the Naftogaz group.

The total planned amount of payment under this agreement in 2022 should be 2.9 billion. But in fact, for 7 months of 2022, about UAH 8 billion, or 5 billion more than the planned amount, has already been paid to the Naftogaz group.

It is noted that this agreement to cover the liquidity gap of NJSC Naftogaz of Ukraine was concluded in pursuance of the decision of the Cabinet of Ministers and had a critical impact on the financial condition of the OGTSU.

As VSK noted, given the difficult financial situation in which the GTS Operator fell, there was a threat to the energy security of Ukraine.

In this regard, VSK decided to apply to the Cabinet of Ministers of Ukraine to suspend the agreement between the OGTSU and Ukrtransgaz JSC (Naftogaz).

In addition, the conclusion regarding the agreement between the OGTSU and Ukrtransgaz was sent to the International Monetary Fund.



Recall that now the problem of financing the liquidity gap of Naftogaz is regulated by the Law of Ukraine No. 2479-IX.

The law was adopted on August 22 with the aim of introducing a moratorium on tariff increases for all categories of consumers for gas and heat supply - during martial law in Ukraine and six months after the month in which martial law is terminated or canceled.

Liquidity coverage of Naftogaz will be carried out, including through donor international assistance.
