VSK will recommend dismissing Makogon from the post of general director of OGTSU

The temporary special commission of the Verkhovna Rada of Ukraine on preliminary consideration of issues that could lead to crisis phenomena in the energy market of Ukraine on the eve and during the armed aggression of the Russian Federation against Ukraine (VSK) at its meeting on Wednesday decided to apply to the Cabinet of Ministers and recommend the dismissal of Sergei Makogon.

It is noted that, according to the information provided to VSK, to date, GTS Operator of Ukraine LLC has receivables from the Naftogaz group (represented by HPC Naftogaz Ukraine LLC) in the amount of UAH 18.7 billion, as a customer of transportation services. In addition, OGTSU LLC has receivables from timing operators in the amount of more than UAH 12 billion.

A significant negative impact on the financial condition of LLC OGTSU is provided by an agreement on the reimbursement of income of JSC " Under this agreement, the GTS Operator has already paid about UAH 38 billion and monthly advance payments in the amount of about UAH 1.4 billion continue in favor of Naftogaz, despite the negative assessment of such an agreement by the Supervisory Board of JSC MSU.

Considering all the data, VSK will appeal to the Cabinet of Ministers on the need to make a decision to suspend the agreement between OGTSU LLC and Ukrtransgaz JSC (Naftogaz) on reimbursement of the adjustment of the required income. It was decided to apply to NEURC with a request to check LLC OGTSU for compliance with license conditions and requirements of regulatory legal acts.

Also, the State Audit Service must check LLC OGTSU regarding the risks of liquidity gap formation and assess the solvency of the GTS Operator.



In particular, it is necessary to check the real financial condition of the enterprise, the reliability of the data reflected in the reporting, the technical condition of the Ukrainian GTS, tariff setting, the ability to invest in critical gas transmission infrastructure in response to structural challenges.
