More than two months ago, the Verkhovna Rada passed a law allowing the Ukrainian authorities to confiscate the property of Russians in Ukraine. However, during this time, state bodies have not filed a lawsuit to recover such assets, said Vitaly Shabunin, head of the Anti-Corruption Action Center..

The head of the CPC explained that as part of the procedure for collecting Russian assets, the National Security and Defense Council first blocks them on the proposal of the president, parliament, the Cabinet of Ministers, the Security Service of Ukraine or the National Bank. The decision is then approved by the President. Next, the Ministry of Justice must apply to the Supreme Anti-Corruption Court for the recovery of assets. Moreover, the court of first instance must consider the appeal for 10 days, the court of appeal - five days. And after the court decision, Russian assets can be sold or profited from them in favor of Ukraine.

Shabunin drew attention to the fact that four decisions were made in the National Security and Defense Council during these two months. In two cases, we are talking about blocking the assets of two individuals and three legal entities, as well as one more legal entity. The third decision was made against 35 individuals (in particular, against Putin, Peskov, etc.).. ), the fourth - against 236 Russian universities and the 261st rector.

“None of these individuals own significant assets in Ukraine that could be recovered in favor of the state. Two weeks ago I posted this issue and warned that we would have to go public with it.. During this time, there have been no significant changes.. So we had to come out with an article describing the problem very gently.. If this does not help, we will have to come out with a much wider communication, naming the NAMES of the president’s people who are blocking this story,” Shabunin said..

The head of the CPC also recalled how on August 6, President Volodymyr Zelensky said that officials informed him about the forced seizure of assets worth $28 billion in favor of Ukraine..

“I don’t really understand what assets the officials reported to the President. We have already sent a request to find out.. Be that as it may, the key Russian oligarchs with their assets in Ukraine are fine.

Business is being done, money is being cooked,"

He explained that the problem is not only that the assets of Russian oligarchs still do not finance the Ukrainian army.. According to Shabunin, an even bigger problem is that until these assets are confiscated in Ukraine.

Money from the sale of Russian assets can be directed to the army, restoration of infrastructure and compensation for victims of Russian crimes. Who and how should look for this property in Ukraine and how it will be confiscated, Kristina Zelinskaya explains in an article for ZN. UA "
