The Verkhovna Rada adopted in the second reading the draft law " It is reported by the Ministry of Finance.
Changes to the Customs Code proposed by the Ministry of Finance simplify the process of declaring goods for businesses. The simplification of the declaration is that it is possible to group goods with similar characteristics under one code and give their full description in one column of the customs declaration.
In contrast to the norms that have not worked properly in the Customs Code so far, the law proposes to implement European rules that group goods with similar characteristics (within one UKTVED commodity item).
In particular:.
at the request of the declarants, a simplified declaration of a consignment of goods classified in various commodity subpositions according to UKTVED is allowed under one classification code, provided that this code corresponds to the highest duty rate within one UKTVED commodity item;
such a simplified declaration will now apply to export;
for the purposes of applying this rule, the specific rate of duty will be recalculated into ad valorem to collect the duty at the highest rate.
The UKTVED commodity item is the Ukrainian classification of goods of foreign economic activity.
UKT VED actually consists of:.
1) a set of product codes;
2) descriptions of goods corresponding to these codes;
3) rules and explanations on how to classify goods according to certain codes.
The essence of the classification: each product moving across the border is assigned a 10-digit code. This is done in order to uniquely identify the goods, determine the duty rate and control measures that need to be applied.. In addition, the assignment of a code simplifies the maintenance of customs statistics..
Each product code corresponds to a certain duty rate.. UKT VED together with duty rates constitute the Customs Tariff of Ukraine.
